Hawaii's shortbread cookies are unique and have developed over the years into what you see today. Long ago they were made to fit into 5 gallon jugs at the crack seed store, so they needed to be a little smaller than the large shortbread cookies made in the mainland. Makers also soon discovered that people were buying these cookies to take as omiyagi (gifts) inter-island and back to their homelands. This means the shortbread cookies needed to be strong to survive traveling such distances. This is how Hawaii's shortbread cookies came to be smaller and strong than their mainland counter parts!
